You can download it from link below (Microsoft link) and use it to move this ISO to USB. All you will need to do is to MOUNT this ISO (using PowerISO, MagicISO, UltraISO or any other) and run WinToFlash. This app is slightly better than Windows 7 USB/DVD tool..
